In 1938, the Rouyn South community was composed of squatters: people living illegally on land owned by the provincial government or the mining companies. This situation was condoned until 1930 when provincial government decided to take action. The possibility that Rouyn South would be made an independent city was considered, but it was finally annexed to Rouyn in the summer of 1940.
