Perkins was born in Leicester, Great Britain, on 10 September 1894. He lived at 12 Orchard St. in London, ON, when he enlisted with the 135th Canadian Infantry Battalion on 18 January 1916. While training at Camp Borden, he suffered a laceration to his hand, delaying his overseas transfer. When Pte. Perkins eventually arrived in Great Britain he was transferred between several holding units until remaining with the 21st Canadian Infantry Battalion (Eastern Ontario Regiment). After a brief stint in hospital with influenza over Christmas 1916, he continued to serve with the 21st Btn during the Battle of Vimy Ridge. On 9 April 1917, Pte Perkins was killed in action.
He is commemorated on page 308 of the First World War Book of Remembrance (Memorial Chamber, Peace Tower, Parliament Hill).
