Piper was born in London, Great Britain, on 20 June, 1895. It is unclear when he immigrated to Canada, though when he enlisted with the CEF on 14 September 1915, he was living at 564 York St., London, ON. Before the war, Piper worked as an inspector for the Bell Telephone Company. Four months before he went overseas, he wed Annie Blakeman, of Ingersoll, ON. Piper was attached to the Signalers Corps and was killed in action on 22 September 1916, during the Battle of the Somme, only eleven days after arriving in the field.
He is commemorated on page 148 of the First World War Book of Remembrance (Memorial Chamber, Peace Tower, Parliament Hill).
