Haileybury was a bustling town before the fire. The Mining Act prohibited drinking establishments within 5 miles of a mining town, but Haileybury was 5.1 miles outside of Cobalt, so people would come to Haileybury to drink at any of the five hotels. The Town also boasted the largest number of millionaires per capita. From N.H.A. hockey teams to streetcars and a stock exchange market, Haileybury could be called the center of New Ontario before the Great Fire of 1922.
