The first board meeting to start what is now White Water Gallery was held on January 11, 1977. White Water Gallery, which is a not-for-profit artist-run centre, was incorporated on July 6, 1977.

The gallery opened on 173A Main Street West in North Bay, with its first exhibition, an untitled members' exhibition, running from May 26 to May 28, 1977. The gallery then moved to 226 Main Street West in North Bay, with its first exhibition, Ron Shuebrook: New Reliefs, by Ron Shuebrook, running from January 6 to January 28, 1984. Inner space exhibitions, which were unpaid member exhibitions in an adjacent exhibition space, began in 1988, initially by raffle and later by application. The gallery then moved to 387 Fraser Street in North Bay, with its first exhibitions, Calendar Room by Gil McElroy in the main space and Enviro I-XII by Elizabeth Auger Duncan (now Elizabeth Ashworth) in the Inner Space, both running from February 6 to 29, 1992. The gallery then moved to 114 Main Street East in North Bay, with its first exhibitions, Fading Matinee Paintings by Natalka Husar in the main space and Introspective Manifestations by Michelle LaRiviere in the Inner Space, both running from January 16 to February 21, 1998. The gallery then moved to 147 Worthington Street East, with its first exhibition, Accumulation (a group exhibition curated by Lise Melhorn-Boe, featuring the works of Allan Hirsh, Betty Sager and John Weiss) from January 10 to February 14, 2003. In the Worthington Street location, the gallery continues to have member exhibitions, but no longer had an adjacent show space for simultaneous exhibitions.

Directors prior to 1983 in alphabetical order, are Paula Barber, Peter Beaudry, Irene Boucher, Keith Campbell, Terri Campbell, Ford Colyer, Michael Couchie, Colleen Hall, Dan Johnson, Kendall Kay, Jill Maycock, Brian McSweeney, Jane Perry, Linda Rudderham, Peter Rutland, Fred Spiina, Ken Stange, and Lillian Thalheimer. Subsequent directors were Carol Payne (1981-1983), Debra Joseph (1983-?), Sharon Wright (1985-1988), Curtis Collins (c. 1988-1989), Martin and Michjelle Karch-Ackerman (1989-1991), Daniela Sneppova (1991), Robin Kells (c. 1991-1994, and co-director with Peter Commanda, 1994-1995), Lori Gilbert (1995-1997), Claire Powers (1997-2002), Lori-Grace Johnson (2002-2003), Heather Saunders (2004-2005) and Daniel Elzinga (2006-). White Water Gallery receives operational funding from the Canada Council for the Arts and the Ontario Arts Council.
