World War II was underway in June 1940. Newspapers throughout the country, including the Ottawa Evening Citizen and the Ottawa Evening Journal, ran daily coverage of the war overseas.

Earlier, in May 1940, the Ontario Supreme Court had ruled that the Communist party was an illegal organization.

Three weeks later the federal government, led by newly re-elected Prime Minister William Lyon Mackenzie King, followed suit by outlawing the Communist party and similar organizations throughout the country.

The occupation of France. The Battle of Dunkirk. Belgium's surrender to Germany. In less than a month Britain's Prime Minister Winston Churchill would declare "the Battle of Britain is about to commence."

With the Canadian economy geared almost entirely toward war production, food and other consumer goods were in short supply. Canadians used food stamps or coupons to purchase rationed items such as sugar, meat, tea and coffee and gasoline.

Canadians everywhere were urged to "Buy Victory Bonds!"

During these dark times, Canadians' mistrust of foreigners gave rise to paranoia and fears of spies, saboteurs and invasion.

Racism was on the rise. Newcomers to Canada, especially those with a ‘foreign' accent, were regarded with suspicion. Nowhere was this more evident than in small towns and villages throughout the country where people generally knew one another and strangers were easily identified.
