Thomas McCann was appointed the first Chief Constable in East York in 1924. His office was located in his residence on Gamble Street.

By 1924, the Police Force consisted of the Chief Constable, the Sergeant and six Constables. Their 12-hour shifts ran from 6 a.m. to 6 p.m. and from 6 p.m. to 6 a.m., with no days off, only summer vacations. Orders were received from the Chief's residence.

In 1929, a one-room police station with a small switchboad was installed at 443 Sammon Avenue, which served as headquarters for both the Police and Fire Departments.

By 1952, the Police Department had increased to an overall number of 40, all ranks, which included the Chief Constable, two Inspectors, four Sergeants, one Patrol Sergeant, one Sergeant of Detectives, one Detective, three Plainclothesmen, 26 uniform Constables and one civilian Clerk.
