Ice Storm 1998: Immersion in the Black and the Cold

January 1998: Saint-Jean-sur-Richelieu was hit by 100 mm of freezing rain in the space of a few days, causing a major power outage. The situation was made worse by fallen tree branches that blocked the streets. The community came together to provide food and shelter to those affected.
