Could anyone emigrate?


Why not?

Well, emigration had to be officially authorized. The would-be emigrant had to show a birth certificate, a baptismal certificate, as well as a certificate of good conduct issued by his local parish and the contract for the crossing made with an authorized emigration agent of the relevant authorities (Land court or regional court). Finally he had to present his cash assets. Only then, did he receive his emigration certificate (or not), as well as the coveted passport for abroad.
