In the 1920s, the CRU formed another rule in the 1920 season. The rule that the CRU is enforced is now this time the infracting team will be enforced a three yard penalty for interference. During the 1921 season the Western Canada finally decided to join the CRU and still was now eligible to play for the Grey Cup. In fact the first Western Team to play for the Grey Cup was in 1921 when the Edmonton Eskimos was defeated by Toronto 23-0. During the 1929 season, the CRU adopted the use of the forward pass in which was on a two year trial basis. The first forward pass was thrown by Gerry Seiberling of Calgary in that season's Grey Cup game.

During the 1931 season, after the two season trial basis of the forward pass, the CRU decided that the forward pass is now accepted. In the Grey Cup game that season, the first thrown touchdown pass was from Warren Stevens. During the 1940 season, the CRU decided that at two-point game series will determine the Grey Cup that season which was between Ottawa and Balmy Beach in Toronto which Ottawa won by a combined score of 20-7. The reason why the CRU did this series was because Winnipeg was not allowed to participate in the Grey Cup because Western Canada played under different rules from Eastern Canada. The 1967 season was the last for the CRU, when it was decided that their new focus would now be just for amateurs. The CRU also decided to change their name to the Canadian Amateur Football Association and then finally Football Canada which still resides today.
